Volodymyr Karpliuk
Founder & Executive Director, Irpin Reconstruction Fund
Volodymyr Karpliuk is the co-founder and executive director of the Irpin Restoration Fund – a public organization that he founded alongside Irpin Mayor Oleksandr Markushyn and People’s Deputy of Ukraine Serhii Taruta after the deoccupation of Irpin. Karpliuk also serves as the head of the Investment Council of Irpin and chairman of the New Faces Political Party and is a successful businessman.
Prior to his current role, Karpliuk served as mayor of Irpin from 2014 to 2018. During his term, Karpliuk turned the post-Soviet city into a city with park infrastructure. He helped increase the city development budget 40 times, which gave way to the creation of the largest number of infrastructure facilities in Ukraine and helped revive the Park of Writers. Karpliuk, together with the team of the "New Faces" party, managed to repair ten times more roads than previous administrations, build 3 kindergartens and a new stadium and open the Irpin Lyceum of Innovative Technologies, the "Dyvosvit" children's club, a center for internally displaced people, a children's polyclinic and a mammological center, among other things.
Since 2000, Karpliuk has been actively engaged in public work. He was a member of the Youth Council under the Kyiv Regional State Administration and a member of the Public Council of the city of Irpin. He was also the head of the Council of Youth Public Organizations in the city of Bucha and served as deputy mayor of Bucha. He initiated the publication of a collection of poetic works about the city of Irpin "Rhymed Irpin" and initiated the All-Ukrainian plein air of artists "Painted Irpin." Furthermore, with the beginning of the full-scale war of the Russian Federation against Ukraine, he helped organize the defense of Irpin. His companies financed the installation of checkpoints and ensured the territorial defense of the city. He actively contributed to the evacuation of the population of Irpin.
Karpliuk is the author and presenter of two video projects: "This is business, Irpin!" and "Irpin is smart." In 2017, he was recognized as one of the twenty most progressive mayors of Ukraine according to the "Rating of Ukrainian mayors-innovators."
Karpliuk graduated from the National Academy of the State Tax Service of Ukraine in 2003. He headed the Academy's Student Parliament. He pursued a graduate degree and taught in the department of educational work.
